The Senate on July 16 approved a tax protocol that would amend a tax treaty with Spain, the first success after years of stalled efforts. The vote was 94-2 with Sens. Rand Paul (R-Ky.) and Mike Lee (R-Utah) voting no.
Votes are expected July 17 on three protocols that would amend existing tax treaties with Japan, Luxembourg, and Switzerland.
